Highway 99 Rehabilitation

痴汉电车 Construction听took on one of its most complex highway projects: a听roughly 5-mile听reconstruction of Highway 99 running straight through downtown Merced for Caltrans. The scope involved rebuilding an existing four-lane divided highway one lane at a time while听maintaining听two lanes of live traffic in each direction during the day. The combination of tight access, K-rail, complex traffic handling, and around-the-clock operations made this a massive logistical undertaking.听

Unique Challenges

Nearly all听of the work was performed at night, requiring unique traffic handling plans that included detour tunnels and multiple ramp closures, some of which had to be completed within听72 hours听or 10 working days. With limited room and live traffic on both sides, the project demanded precision at every stage. At certain points, crews were working 24 hours a day, making shift handoffs between night and morning teams critical to keeping operations on track. Every phase moved like a train, with each operation feeding the next, so clear communication across all disciplines was essential.听

Innovation & Problem-Solving

The team deployed an innovative material handling method using a large box, or "caja," that allowed haul trucks to back up, dump material quickly, and pull out, significantly speeding up the pace of work in tight quarters. An excavator then moved the material into the active lane. The crew also developed a method for creating aggregate subbase on site and recycling it within the lane rather than hauling it off the project, keeping material moving back and forth without ever leaving the听right of听way. It was the first time the team had approached the work that way, and it proved highly effective.听

Course Correction

About halfway through the project, the team recognized it was falling behind on production goals. The project manager raised the flag, and the full team came together to review cost projections line by line,听identifying听exactly where targets were being missed. Those roundtable discussions led to creative field solutions for improving access to portions of the right of way and new methods for getting the work done more efficiently. The turnaround was significant. By the final stage, every crew and subcontractor on the project was performing at its highest level.听

Results

The Highway 99 Merced project tested every discipline on the team, from grading and underground to structures and traffic control.
